Q&A Triple Play: 10th Precinct Public Meetings Scheduled for May 28, 29 & June 5

10th Precinct Community Council Meeting

Wednesday, May 28, 7pm

At the 10th Precinct (230 W. 20th St. btw. 7th & 8th Aves.)

UPDATE: At the Community Council meeting of May 28, 10th Precinct Commanding Officer Captain Alexander R. Brathwaite noted that the 14 Police Officers expected to be transferred elsewhere during the summer are staying put. Unfortunately, the May 2025 NYPD Police Academy’s graduating class did not yield the 10th any new personnel, as had been hoped for.

It’s the final meeting of the citizen-run Community Council before their annual June through August hiatus. Council President Larry O’Neill presides. In rare cases of his absence, Council VP Vincent Pizzonia is up to the task, guiding the proceedings toward their marquee feature, in the form of a Q&A session.

More often than not, the top leadership charged with providing A’s to audience-generated Q’s is 10th Precinct Commanding Officer Captain Alexander R. Brathwaite. Frequently in attendance and available to weigh in on topics of discussion are reps from the Manhattan District Attorney’s Office and the Offices of the local City Council Member, NYS Senator, and NYS Assemblymember. 

May 28’s meeting is expected to provide follow-up from one of the April meeting’s Hot Topics–namely, the loss of staff anticipated when January 2025’s 14 new arrivals, (then fresh from the NYPD Police Academy) depart for the summer, assigned to other precinccts and programs. Those departing Officers will be among personnel necessary to realize the NYPD’s summer erime reduction plan.

As noted on this nyc.gov page,”More than 1,500 uniformed officers are being deployed to foot posts in 70 summer deployment zones, covering 57 precincts across all five boroughs and all eight police service areas. These officers will be assigned during evening hours when crime tends to spike, supported by mobile field forces, traffic safety teams, and narcotics units. To bolster neighborhood presence, the NYPD has redeployed officers from administrative roles and added over 1,200 new police academy graduates since January.”

CO Brathwaite also noted his anticipation of staff shuffling when the NYPD’S  new Quality of Life Division comes to the 10th Precint, tentativeely toward the end of the summer. (The nearby 13th Precint was recently part  of the Division’s pilot program, as noted in this informative April 27, 2025 report published on the OurTownNY.com website.

The NYPD describes the Division as being tasked with “enforcing regulations related to noise complaints, illegal mopeds and all-terrain vehicles, parking violations, and other common summer concerns.” At the time of April 30’s Community Council meeting, CO Brathwaite had recently attended a preliminary meeting on the QOL Division. Of its expected benefits, he anticipated the newly formed team would “free up Sector cars to go on radio runs,” i.e. respond quickly to alerts.

CO Brathwaite, stopping short of promising a return of the exiting Police Officers, speculated that the 10th could see their ranks replaced, in part or in full, from the next group of NYPD Police Academy graduates (that graduation, at the time, was to take place on May 8, 2025). Expect May’s Council meeting to provide details on staffing matters, both outgoing and incoming.

10th Precinct Build the Block Meetings 

Sector B Meets on Thursday, May 29, 5pm at Penn South (ground floor of 339 West 24th St.).

Sector C Meets on Thursday, June 5, 5pm at 400 West 43rd Street

The above NCO info is riddled with errors and missing information. But don’t blame the 10th Precinct. The screenshot, taken by CCNews, shows part of the 10th’s nyc.gov page–maintained by staff at One Police Plaza.

NCOs, or Neighborhood Coordination Officers, host quarterly Build the Block meetings addressing crime and quality of life matters for the 10th Precinct’s three Sectors: A, B, & C. Expect introductory comments often discussing crime stats, trends, and prevention, with the majority of the meeting devoted to a Q&A session between the NCOs and attendees. All meeting times, dates, and locations are subject to change. The NYPD asks you to”Please call your local precinct and speak to a Neighborhood Coordination Officer to verify correct meeting information.”

Note: Sector B’s coverage area is W. 21st St. to W. 29th St., 7th Ave. to the Hudson–and its NCOs are Police Officer Andrew Viscio (andrew.viscio@nypd.org) and Police Officer Dominque Waters (dominique.waters@nypd.org). (They came to this assignment in last year’s fourth quarter, when the 10th Precinct lost five of its six NCOs to promotions or transfers.) Sector B’s next Build the Block meeting is scheduled for Thursday, May 29, 5pm at Penn South (ground floor of 339 West 24th St.).

Currently scheduled for June 5 (5pm at 400 West 43rd Street) is the 10th Precinct’s Sector C Build the Block meeting. The NCOs are Police Officer Marian Bencea (marian.bencea@nypd.org) and Police Officer James Farrell (james.farrell3@nypd.org). Sector C’s area of coverage is  W. 29th St. to W. 43rd St., 9th Ave. to the Hudson.

Sector A’s second quarter meeting took place on Apil 23, 5pm at the 10th Precinct’s 230 W. 20th St. location. Your Sector A NCOs are Police Officer Justin Mattos (justin.mattos@nypd.org) and Police Officer Theresa Fletcher (theresa.fletcher@nypd.org), whose NCO coverage area is W. 14th St. to W. 21st St., 7th Ave. to the Hudson
