Work on D3 Concerns Continues, as Candidates Vie for Vacant City Council Seat

Nature abhors a vacuum–a sentiment shared by the New York City Council. So while voters anticipate April 28’s Special Election for the Council District 3 seat vacated by newly minted NYS Senator Erik Bottcher, D3 concerns are not being put on hold. Council staff has been attending to them, and will continue to do so until the District (whose coverage area includes Chelsea) has its new rep.

Anyone with a D3-centric question, problem, or Constituent Services request should send an email to District3@council.nyc.gov or call the District Office at 212-564-7757 and leave a message. Outreach via both of those methods will be responded to by Council staff.

Chelsea Community News’ question: How has the D3 vacancy impacted the current round of Participatory Budgeting (the process that sets aside $1 million to fund public projects in D3)? We’re told that while the PB Expo touting each question of the ballot won’t be held this year, the voting period will indeed take place, scheduled for the week of April 11-19, 2026.
