BY SCOTT STIFFLER | That high-rise on your block didn’t just rise up out of nowhere–nor did the new bar on the corner or the bike lane beside it. Before they were fully realized parts of the neighborhood, chances are they came up as topics that came before your local community board. For those who live in West Chelsea from 14th Street all the way up to West 57th, Manhattan Community Board 4 (MCB4) is your all-volunteer advocacy and vetting entity. Its work is done through the monthly meetings of committees and task forces. The letters they generate are voted on when MCB4’s full membership meets (typically on the first Wednesday of the month.) To better understand that process, here’s a roundup of committee and task force goings-on throughout June.

MCB4 Full Board Meeting: Wednesday, June 4, 6:30pm Online via Zoom & YouTube and In-Person at Mount Sinai West (1000 10th Ave. 2nd Floor, Conference Room B)| For those who live in West Chelsea from 14th Street all the way up to West 57th, Manhattan Community Board 4(MCB4) is your all-volunteer advocacy and vetting entity. Its work is done through the monthly meetings of committees and task forces. Atop the Agenda: A presentation from the Midtown North Precinct (tentatively scheduled)  followed by a Public Hearing on the topic of the Draft Scope of Work for the Avenir gaming proposal at West 40-41 Street and 11th Ave. The Public Hearing and the Public Session provide members of the public with two minutes to speak directly to the full board.  There will also be a sign-up sheet at the meeting for those attending in person. Housing, Health & Human Services Committee (HH&HS) / Thursday, June 5, 6:30pm Online via Zoom & YouTube and In-Person at the MCB4 office (424 W. 33rd St. btw. 9th & 1oth Aves. Suite 580) | On the agenda is a committee discussion on MCB4’S Affordable Housing Plan followed by a vote. The same process (discussion, vote) will play out on the mater of the NYC  Charter Revision Report. The final Agenda Item falls underthe category of Old/New Business and is describedthusly: “Additional HHHS Committee meeting re community position on Fulon Ellior Chelsea Project.” To attend the meetign via Zoom, click here. ABOUT: HH&HS reviews proposals and monitors the progress of affordable housing commitments made during the Hudson Yards, West Chelsea, and Western Rail Yards rezoning; reviews Low Income Housing Plan Applications as part of the Inclusionary Housing Program; and evaluates tenant complaints re: service issues, co-op conversions, and tenant associations.

NOTE: On June 2, MCB4 snnounced that June 9’s Arts, Culture, Education, and Schools Committee meeting has been cancelled. The next meeting is scheduled for Monday, July 14, 6:30pm.

Arts, Culture, Education, and Schools Committee (ACES) | ABOUT: ACES provides support and access to arts and cultural resources available to residents and organizations of the district; advocates for the advancement of education and youth-focused institutions and programs; and provides a place for residents and businesses to voice concerns about issues that have a negative impact on their quality of life.

Business Licenses & Permits Committee (BLP) / Tuesday, June 10, 6:30pm Online via Zoom & YouTube and In-Person at the MCB4 Office (424 W. 33rd St., Suite 580) | On the June 10 Agenda: New Liquor, Wine, Beer & Cider License Applications from six establishments. Also considered will be a request for a Method of Operation/Corporate Change application from 315 W. 48th Street ‘s.315 W 48 St Restaurant Corp. Ten applications to the NYC Department of Transportation would allow for sidewalk cafes (applicants include 163 W. 23rd St.’s Maibu Diner and 852 Ninth Avw.’s Kashkaval Garden ). The Clinton/Hell’s Kitchen Land Use Committee (CHKLU): Wednesday, June 11, 6:30pm Online via Zoom & YouTube and in person at the MCB4 Office (424 W. 33rd St, Suite 580 | Tentatively scheduled is an Informational Presentation on the proposed Avenir Gaming Facility at West 40-41 Street & 11th Avenue. There is an additioal Informational Presentation by SL Green, tentatively scheduled, on the matter of a proposed Times Square Gaming Facility. The committee will also have a discussion followed by a vote, regarding a the NYC Charter Revision Report. To attend the meeting via Zoom, click here. Waterfront, Parks & Environment Committee (WPE) / Thursday, June 12, 6:30pm Online via Zoom & YouTube and In-Person at the MCB4 Office (424 W. 33rd St., Suite 580) |  On the Agenda: The NYC Parks Dept. provide agency updates. Two Presentations are scheduled. First,Hudson River Park Trust will give an update on the 29th – 44th Street Project. That’s followed by a prsentation/update from MCB4’s  PABT (Port Authority Bus Terminal). Also, the WPE will discuss and vote on the NYC Charter Revision Report. To attend via Zoom, click here. ABOUT: The WPE is actively involved in the planning and operation of the Hudson River Park and other developments along the waterfront, worhing with environmental groups and government agencies on various matters involving the waterfront and inland open space. The WPE also advocates for the creation of new parkland and increased funding for recreation centers and parks.

Chelsea Land Use Committee (CLU) / Monday, June 16, 6:30pm Online via Zoom & YouTube and In-Person at Pier 57 Classrooms (25 11th Ave. at West 15th St.) |  The meeting begins with a presentation (followed by a vote) on an LPC (Landmarks Preservation Commission) Application for alterations to the 1st floor facade and additional interior alterations on floors 1 through 4 at 521-537 West 25th Street. ABOUT: Formerly known as the Cannabis Working Group, CTF operates with a three-pronged mission: (1)  keep track of and advise MCB4 and the public about relevant NYS cannabis laws, regulations, licensing, and enforcement; (2) provide feedback to the Office of Cannabis Management and Cannabis Control Board, on proposed cannabis regulations and licensing applications; and (3) provide recommendations to MCB4 on its role in the licensing and siting of cannabis-related businesses.  

Transportation Planning Committee (TPC): Wednesday, June 18, 6:30pm Online via Zoom & YouTube and In Person at the MCB4 Office  (424 W. 33rd St., Suite 580) | On the agenda is a presentation followed by a vote on the matter of pedestrian safety concerns on 20th and 21st Street / 10th Avenue following installation of 10th Avenue bike lane. There will also be a discussion regarding Flixbus operations on 30th Street followed by a discussion/vote on the NYC Charter Revision Report. ABOUT: TPC reviews application for street closures and permits for anything that is placed on the sidewalks; advocates for better maintenance of streets and sidewalks and improved transit services; and works with the NYC Department of Transportation to consider changes in parking regulations, street design, and traffic patterns.
